I am unsure if there are any judgments against me for any of my debts. I have not been served any papers but they also cannot locate me.

Tax refund can't be garnished for credit card debt. Tax refund garnishment is allowed only for debts like- past due Fed taxes, state income taxes, child support and spouse alimony and federal student loan.

However, if your bank account is being garnished then the creditor might take the tax refund when it gets deposited in the account.
