What can you do about collection calls for a debt that isn't

My sister has been getting calls for a Sheila X, since they moved into their new home and got a new telephone number. She has repeatedly told them that no one named Sheila X lives at that location, nor has anyone named Sheila X ever lived there! They built a new home in a farmland/ turned sub-division.
Today they accused her of being Sheila X and being rude.
I think she should tell them to never call again and if they do it would fall under harrassing communications. If they call back she should call her local sheriff's office.
My sister believes that Sheila X once had their phone number and may possibly still be giving it out. :(

This is a very sad status but not rare
This is quite common these days where collection agencies do not understand the real situation and keep bugging people.
Legally they can't do that as per Fair Debt Collection Acts. You can try the following:-
- Ask the name of the person calling; get more details about the person calling.
- Politely explain the situation and make a point such calls will not be tolerated in the future.
- Threaten them of taking them to court for violating the acts.
Next time the call comes ask for the same person who called up last time. This will help them understand the situation.
But with collection agencies you can never be 100% sure.
