need advice re:negotiating w/ Collectors

Here's the deal. I pulled my credit report the other day and see an adverse entry from Penn Credit Corp collection agency w/ the priginal debtor being The City of Dalls. I am stunned and have no idea what it is about. I lived in Dalls from 1997 until Nove 2000 btu can't recall any bill from them that I didn't apy and have never received any correspondence form them concerning the bill. So I make a call to Penn. They proceed to tell me that it is an unpaid water bill for a house that I had bought, fixed up and eventually sold on March 1, 2001. I aks them why I am just now heariong about this. They have no idea, they only know that I owe the money and need me to pay them. I ask them to send me a statement and that I'll look in my records to see ifI had paid it. They agree to send the statement. I thn call the City of Dallas. They tell me that the bill is for water usage, etc... from Sept 2000 - Mar 2001 and that they tried to mail the bills to me but that they were returned by the Post Office as "address unknown". I reply that it is strange that I had my mail forwarded and received plenty of other mail but their's never got forwarded. they say that it is out of their hands now and I need to talk to Penn.
O.K., here's my goal. I could care less about paying the $195, my concern is ny credit report. I need that entry to disappear. I feel like this whole thing was just a big mixup(thanks to the great USPS)and these guys should understand that and try to make things right. What is the best way to make this happen ? Can I negotiate that with the collector as part of the pay off? Should I try to have it returned to the City of Dallas and deal with them ? should I get the City to request that the collector remove it ? What's my options ?
Just to note, the Texas SOL on debt is 4 years so they have no leg to stand on with that.

I had the same thing happen with regards to a utility bill. My mail was forwarded, yet this bill never made it to me, nor did any notice about being turned over to collections. It was only when I applied for a mortgage about 6 years after moving did I find out that there was a bad debt on my credit report from some collection agency in Louisiana. I called them and got the info. They had no explanation as to why I never received any notices from the original utility company or from them.
I paid the amount right then and they promptly removed all traces of the account from my credit reports. So, advise that you'll pay if they agree to remove the account and all inquiries from your credit reports. Get this agreement in writing before you pay, so you can hold them to this.

Even if you decide paying off the debt, the negative info will still be there in your file as per the seven years reporting act mentioned in the FCRA. Consider this part when you are planning to pay off the debt. It's a good thing to leave a good credit history after paying off the debt, but even after it is done, that will certainly not erase the negative before the legal time period.

I've had a TON of collections removed from my report recently from negotiating with the collection agencies. If you're prepared to pay, tell them that if they'll agree to remove the listing, you'll send them full payment immediately. Get it in writing.
Yes, according to the fdcpa they can leave it on there for 7 years...But they also have the power to remove it...I've got the CR to prove it...lol I've still got work to do, but When your CR goes from 7 pages to 3 pages, you're doing something right, huh? :)

I received the acct. statement from them in the mail. It was very basic. Just has the amount, service date and service rendered. I then called them and made them my offer ....I'll pay it all if you remove it from my credit report. He put a supervisor on the phone who told me that they would not remove it, they would only mark it as paid. I asked her again if it could be removed and she said no again and started getting testy. I then asked to talk to someone above her who could have it removed and she told me that nobody there would remove it, only mark it as paid. So, I told them to have a nice day and hung up. I'm stumped. What should I do now to get this thing off of there ?

You might be able to try by letter, sending them a check with a statement that by chashing this check they agree to remove the mark from your report. But don't be suprised if they don't cash it. Also be sure to retain copies of the letter as well as the check.
P.S. The SoL has nothing to do with how long something stays on your credit report. The SoL means they can't activly try and collect it by calling or trying to get a judgement.
