Credit card and student loan debt, along with hospital bills

I have always been depressed and as result would shop with money I did not have i.e. credit cards and along with student loans and rent food and car insurance im in the red so I know I need outside help.

It's nice to hear that you are now willing to take care of your mistakes done in the past. Do you have some source of income so that you can make the monthly payments on your debts? The plans will be framed lower according to your present financial situation eliminating the late fees and with lower interest rates. My advice is not to use your credit cards anymore till you become debt free. You should concentrate on paying off what you owe, not to make additional debts. This will do some good credit repair and increase your scores.
