Need Advice About Reporting a Collection Agency

We have caller ID and have identified most of the regular numbers that routinely call. One of the numbers belongs to Washington Mutual (Providian, 800-897-5276). At least three times in the last two days, they have called before 8:00 am (once yesterday morning at 7:18 am and twice this morning at 7:30 and 7:31am).
My question is this: Can I report them to the attorney general for calling before 8:00 am when I did not answer the phone, but let it go to the answering machine (even though they never leave a message)?

To stop the calls, I will call the collector and tell that the debt accounts are handled by your settlement company and they will make the contacts soon. Send a letter also and put a cease and desist communication on it. If there is anything to be discussed, it should be done only by mail.
The collectors are not allowed to call after receiving your cease and desist communication request. Keep a list of all the phone calls and forward it to your settlement company. Make them aware about this so that they do all preparations about calling the collection agency.

Washing Mutual is not a collection agency and they do not fall under the fdcpa. They do have a collections depepartment but that also does not fall under the FDCPA because they are your creditor.
Make sure you are reporting collection agencies and not creditors. They are two different things.
