I live in PA - but some of my PDLS are in Navada, Utah, and FLorida

Pdls are illegal in PA. If a lender is licensed in their state,

Pdls are illegal in PA. If a lender is licensed in their state, they are legal to do business in PA.

You need to check the companies if they are licensed in their state. Get more information in this link
