First off, are they storefront or internet?

They are internet. It was with LoanShop/dms and I can not get in touch to pay down loan.

Most of the internet companies will not do anything, but send it to a CA or hound you to death. Just a few of them are LEGAL, but I am not sure about this one. Is this Little Loan Shop??

Yes and I can not get in touch with them and can not pay the fee.

What you need to do is check on this site for your state's laws and see if they are licensed in your state. If not, you do have some leverage. I would keep trying to contact them first to show that you are making attempts to work out payment arrangements, document every attempt to reach them, and then make sure that your bank knows that they are blocked from your account.
Also, how much have you paid on this loan total? If it's more than the principal, tell them that you expect that they will mark your file paid in full, or else your state's attorney general will be getting a complaint.

I am not sure if that will help you or not. I had a loan with them and closed my acct. I spoke with a man named Dave and he set up arrangements for me. I live in NC and PDL are illegal here, so he let me only pay back the principal.
