I have not recieved any paper saying that Pallisades has taken over my account. This account is 2 1/2 years old. I have not recieved anything from these people saying anything. Now they have KD my credit report 3 times, is that legal

Palisades must have a fair purpose to report in your credit file. Inaccurate collection entries lower the credit scores.

You need to get the debt information from the CA so that you are confirmed of their purpose of hitting in your credit file. Send a debt validation letter if you haven't received anything yet. If they cannot provide the info, dispute their collection item with the credit bureau. They will run an investigation with the company. If your dispute is correct, the negative item will be removed from your file.
