You say someone from paychecknow is calling you. They are the lender, not a collection agency. In this case, they are not bound to follow cease and desist communication put in the fdcpa.
You can just request them not to call you at work. Give them an alternative number where you will be available and settle the matter. You are getting these calls because of the debt you have with them.

I have requested for them to not call me at work and they have two other alternative numbers for me. I am quite aware that I am getting calls because I have a debt with them. BUT when someone calls you 15 times in an hour and screams "WHERES MY MONEY?" on a voicemail, this is interpretted as harrassment. Not only is this person calling me, but also using the press 0 feature to reach another person in my dept. Then he emails me at work, then calls my cell phone and then my home. I have offered a settlement to them since I was overcharged interest.

You don't want them call you repeated times. There seems to be some communication gap, that's why the problem stays there. Recite the laws mentioned in your state and explain the company that that they are hitting you with excessive interests. Pay that much only as it's put in your state. You also need to make the company aware about your complaints to be filed with the AG office if they are not stopping their rude collection techniques. Make them understand that you are not feeling intimidated anymore.
