Are you eligible for any type of educational grants? Have you checked with the college financial aid office? If not, do it ASAP, you might be eligible for grants or book loans, all kinds of things.

You are not alone; I was in the same situation about 3 years ago... making $8.50/hr and had over $9200 in credit card debt.
I think that these credit cards purposefully let college students overextend themselves. The theory is that they can charge lots of interest, late fees, overlimit fees; then 1) either mommy and daddy come bail the kid out and pay it all off, or 2) they think eventually you will get a good-paying job when you graduate and they'll be able to collect it all then. Whatever the reasons, it is a legal debt.
I did the bad thing and just ignored it for a long time until just this year I could finally start paying it all back.
If you are still in "decent" standing, sometimes you can call and setup a plan with the credit card company. I did that with Discover; they were good about lowering the intersest and waiving late fees as long as I made a $45 payment per month.
Also, you can consider a debt management program; they generally work on your behalf to arrange the same type of plans with your creditors.
