Concerned about making payment to HSBC

I was originally dealing with Corporate Recievables, however my account has been sent back to HSBC (for a seaman's credit card) and HSBC sent it to a new collection agency (Leading Edge Solutions) The guy I spoke to Angel Gracio was the NICEST individual, very compassionate, and he knoew I do want to pay this debt (but know I can not pay in full). However my question is this 1. he said they will be charging me interest (it's a new law) for everyday it's in collection is this true? Also... if HSBC took back the account can't I pay them directly?

All the charges regarding interests and fees are regulated by the state AG and the Dept of Corp. The latest info will be first available there. You may check if the debt collector is within their lines.
You have to confirm whether HSBS sold off your account or hired this debt collector for recovering money on their behalf. If the file is still in their system, you will be allowed to send your payments directly to them. You may have to negotiate with a fair proposal.
