California Specific Info. for Payday Loans/Collection Agency

My head is spinning. There is so much info to browse here. It's great. Can someone direct me to CALIF specific info for sending letters and the specific laws that pertain to my state?

If these are internet pdls, CA issued a cease and desist order on all unlicensed internet pdls from loaning to CA consumers. The list of companies ordered to cease and desist is over forty long, (that was the last count back in September). If these are indeed internet pdls, you need to file a complaint against each one with CA Attorney General's office and the Department which regulates these companies.
