I got into a financial situation last October and was late on some credit card/personal loan payments. I got enrolled into a debt management program in November and it has been working great. My question is because of my late payments and my debt management program, will I still be able to refinance my auto loan? I was never late on my car payments and have refinanced once since buying the car.

While a few may be a problem, most lenders will not see debt consolidation as a barrier in your refinancing. They will see that you are still making payments through the plan instead of leaving your accounts delinquent. Since you were never late in your car payments, refinancing will not be difficult. Shop with different lenders so that you are able to compare each of their quotes and know the best one to deal with in your situation.
