What is easiest way to send them? Also, Should I send a copy of my state laws with them or write it in myself?

Send your written correspondence via certified mail/return receipt requested, so you have proof that the collection agency, pdl, or whomever has signed for and received your letter.
You can just insert the state laws into your letter, that should work.
I don't know if National Credit Adj. take money orders or not, but I would recommend that you always use that method of payment when dealing with collection agencies or payday lenders (after you have defaulted on the loan). They might give you some line about the payment having to be made via MoneyGram, Western Union, credit/debit card or direct debit, but don't fall for it.
