No reply received from my settlement letter

Hiya,
So I sent a proposed settlement letter to NCO who is handling my Amex account. The day they received it and the day after, the rep called me at home and on my cell phone, and acknowledged they had received the letter and that she needed me to talk to her so she could "document" how I would be taking care of the debt. In my proposal letter I requested all communication be in writing via US mail.
Since then I have received NOTHING. No phone calls, no letters.
Then I received a letter from Amex telling me that if I paid the amount due in full I would receive 100% of my rewards points to cash in for rewards.
What is a good next step? Send another letter to NCO? Amex?

It looks like Amex still has your file in their system, that's why they are offering you the rewards.
If you are able to work out payment arrangements directly with Amex, you don't need to be worried about NCO anymore. Amex will call NCO and take away your file from them. Get the "paid in full" letter after the debt is cleared. This will be an important proof about the payment done.
