I'm guessing you were in some sort of accident and were deemed liable and that's where this lawsuit came from. Most states do suspend licenses for unpaid suits stemming from motor vehicle accidents. You cannot get your license until this is paid. Also, in some situations, this debt is not bankruptable (probably a made up word). Unofrtunatly you are in a situation where there aren't really any options but to pay up. If you've been without a license for 4 years then you probably know your local public transportation system prettty well.
Sometimes it is possible to pettition the court for a hardship license. These are very difficult to get and you must prove to the court that not having a license is a serious detriment to your life. This does not mean you have to take the bus to work or carry groceries around. I would contact a lawyer that does free consultations and see if you have any options. Other then that until the debt is settled you won't be able to drive.
