I just settled for less on one of my debts with a collection agency. I received my offer letter, sent in my payment(money order) package was received and signed for, I called my account rep and they got it so now she is going to send me a letter saying I paid.

My question is: In my offer letter, it states that they will report to all credit bureaus that I paid in full even though i settled. If someone tries to collect on the balance, this letter should serve as proof that i am not responsible for that balance because of the agreement. Am I correct?

Settled in full should work for you. If the same or different collection agency comes looking for the rest, you will probably have a breach of contract claim against the collection agency that made the agreement with you. Better yet, maybe fraud if they sell it again. Keep you eyes open for any signs of this.

I know you can trace a bank check, but how can you trace a money order?

I use Western Union MO's regularly and have found them to be easily traced. There is a telephone number on your copy of the money order you can call. It's a menu driven system where you enter the amount and date. You'll get an answer as to when the money order was "cashed" - deposited more than likely. I write the cashed date on my copy of the money order so there are no questions.
