American Express keeps calling me about a debt and I have repeatly told them to stop. They always tell me "You cannot cease and desist the original creditor". Is this true???

If you owe the debt, and it is valid, they will continue to call you until you make payment arrangements with them. Why not take their call and try to come to some agreement on a payment arrangement you can afford? Otherwise they will continue to call you.
Steelers is correct - you can ask them not to call you at work, and they must comply, but they will call you at home - they have to have some way to contact you.
