If Orchard still owns the debt, there is a remote chance that you could still deal with them (I say remote, as an attorney is already involved).
If Orchard has sold the debt, you must deal with the CA/attorney. Unfortunately, if they own the debt, settlement/payment demands are in their terms.

HOw could you pay off Orchard directly, and say that the settlement amount is too high?

Creditors willingly offer few extensions to their customers in repaying the debts. The attorneys are very hard to deal with while negotiating in such situations. They ask for one big payment in the settlement offer. In most cases, when you don't have that amount of money, few extensions offered by the creditor helps. You can divide the whole amount into few partial payments. Or if you have the money, settling the debt with the attorney will be a better option.

I had an Orchard credit card too but they sold it to HSBC. I defaulted and HSBC sent it to a CA. I only owe like $633 but the CA is letting me make payments towards it of $25 a month because I told them that is all I could pay. They weren't too happy but they accepted it. Be persistent with them and only agree to an amount you can afford.

Sass puts a good point. Offer that much only that you can realistically afford until the debt gets paid. Don't say an amount that you cannot afford in the future, just to make them work with you. Explain the complete situation and agree to a plan that you will not miss.

Yeah they wanted me to pay like $100 and I said no way. He said what would be feasible for you? I told him $25 and he said that is not enough. I told him I would talk it over with my husband and call back the next day. I called back and told him that I could not pay more than $25 a month and they accepted that. I realize it will take me forever to pay it off but at least it is not breaking me.

Sit down and figure out what you can pay them monthly, make sure you can afford what you say, because if you miss a payment, they will turn into real jerks. Sit down, access your situation and offer them what you can a month. You can only do what you can do.
