Where can I go to find the responsibility banks are suppose to have when holding a court ordered trust fund for a minor. And was told that the only way to be able to withdraw money was through a court petition. Which was done and denied and later on allowed money to be withdrawn from said account.

Good question! The first thing I would do is go to the bank's web site to see if by chance they had anything on it.
I would also try researching the FDIC and perhaps the Federal Reserve Bank's web sites. Possibly you could find it there?
