When is a debt collector applicable to a consumer? Please explain.


I don't really understand your question.

Are you asking when the debt collection laws apply?

If so, then the fdcpa applies to any company that collects debts, not counting the original creditor. This includes companies that collect on behalf of creditors, as well as companies that purchase old, bad debts. The FDCPA can apply to original creditors if the collecting portion of the company represents itself in a manner that may lead the consumer to believe that it is a separate entity from the creditor.

Individual states have laws that may or may not apply to original creditors as well.
