Consolidating debts to repair my bad credit

i've had a bad credit since year 2001 and and i am trying to pay ot off and start a new credit. i don't have enough money to pay it all. so i am thinking thinking if i geta consolidation loan to pay those debts even though i don't have a house to use for it. all i can do is a monthly payment. if i do pay monthly with all of them, my salary won't be enough for them
