question on iowa law

I found the following about Iowa Laws. Does this mean that PDL companys only have to follow the state law from the state in which they do business? (and not the Iowa laws???)

You should contact the financial institution in your state, if you go to www.paydayloaninfo.org and click on your state the number will be listed there but keep in mind from what I am reading is that they have to be liscensed in the state they lend from and most PDL's (internet ones) are not liscensed in any state
