I have a loan with this company the original loan was for $400 I have paid $360 yet they claim I owe an additional $600. I sent an email letting them know I am now aware of CA law and based on Ca law I should only owe $110. This is what they sent me. Is this true or do they have to follow state law no matter where they are located?

They can't change a state law period. You can't change the law by signing something. It is a lot of nonsense and one of the more clever tricks I have seen. The law is the law and only legislature can change it. Also electronic signatures are not valid becuse they can't be authenticated.
