Payday loans are illegal in PA, unless the companies are a licensed business in their state. People have discussed a lot in this forum about the companies you are dealing with.
See the google search bar at the top of this page. Put the name of the company and go to their active threads. You will know how to frame your moves while dealing with these pdl places.
I surely believe none of them are licensed in their state. Thus, they are not prohibited from lending in PA. You don't need to pay anything towards their excessive fees. Report their illegal business to the attorney general of your state and the DFI. Just pay the principal amount and get PIF in writing
