It really depends on your situation and who receives it.A good idea is to google the company in question and try to find a email or mailing address for the Ceo of the company.This would get your request into the executive offices of the company where you would have the best chance of it succeeding.

I apologize in advance for my ignorance and once again I am learning on the boards. Is a goodwill letter one where you write in telling about your situation and proposing a payment arrangement?

I may be wrong as I am new to the boards but my impression is that you write a letter and ask yoru creditor to change their reporting info out of "goodwill" or the kindness of their heart.
Extenuating circumstances i am sure help.

Correct,a goodwill letters are sent to a current creditor who you have a relatonship with stating your story of why the payment was late and asking for them to remove the negative reporting out of the goodness of their company.You stress heavily how you have always been a good customer and paid on time.
