Do you owe or are you supposed to be getting?

Its my fiance he owes back child support for a time when he was giving the money directly to the grandmother. The mom would spend the money on her own bad habits. Anyway after thre kids he has paid through the system the majority of the time, but there were a few periods he either wasn't workin or he was just giving the money directly... He now owes so much necause of the high interest rate. He still is paying but the money doesn't even go to what is owed it get sucked up by the interest so the amount never goes down.
Also, any legitimate work he does the government takes so much out that there is no way we could afford even the basics of life. All this has made him feel trapped at a job that pays him 1/2 under the table and half through an agency which child support is regulary taken out of his check.
Is there anythinmg we can do about the interest?
