Letter I received while collecting on a debt

Everyone on here has been so helpful while I'm trying to get out of debt and I would like to say thank you to everyone. A few months ago I hired Town and Country to help me consolidate my payday loans and the few accounts that I left in collections. Anyways, I received a letter in the mail from another payroll lender and this is what their letter says. "We will be forced to pursue other alternatives to resolve this matter. Including but not limited to, submission to our collection agency, derogatory reporting to the credit bureau, garnishment of wages, civil prosecution and criminal prosecution (pursuant to Ohio Revised Code 2913.11, "Theft Offense"). They have highlighted this paragraph I have quoted and I'm wondering is this a violation of the fdcpa since they are threatening me with actions they can not do in the State of Ohio? In Ohio they are not able to file criminal charges for a return check for a payroll advance. This is the same company I posted about a few weeks ago that keeps on calling my boss “looking for me” when they never once called me. I did file a compliant with the Ohio Attorney General when they kept calling my boss instead of me and the AG is waiting on their response. By the way this is a store front and not an internet payday loan place or a collection agency.
