Question on debt validation

What is a collection agency actually required to provide if you send a debt validation letter to them. I had a letter sent to me stating: "our records indicate that you owe a balance of $$$ to ???. ??? has been retainged by ??? to recover the balance."
They tried to tell me this was proper validation. So my question is, what are they actually required to provide for proper validation?
Thanks
