I have a complaint that has took my Tax refund three times for the same debt what do I do.

Took your tax refund?

Take care of your obligation. If someone is intercepting your taxes, then there are only 3 things I can think of:

A city/county/state debt (such as a traffic ticket or criminal fine)
Child support
Student loans

These debts are not governed by all of the same rules as a consumer debt. Contact the company to find out what you need to do do resolve the matter.

Federal taxes may be offset to pay:

Past-due child support
Past-due alimony support when attached to past-due child support
Federal non tax debts
State taxes

State tax refunds may be intercepted to cover:
Any debt to a local or state governmental agency (typically pursuant to an agreement between the local government, and the state treasury department)
Past-due child support

If this has any connection to law enforcement or the judicial system, I would advise OP to contact the DMV, as DUI's are not the only way to get a license suspended.

I forgot to address ladybug's concern...

More and more, debts owed to various governmental entities are being outsourced to collection agencies (it's cheaper to pay 10-15% commission, as opposed to paying for all the overhead). In many cases, the debt remains in the hands of the CA, even as tax refunds may be taken, year after year. I am quite certain that the CA has little or nothing at all to do with taxes. Wages can be a different matter, pursuant to state law, of course.
