my sister says that even though my mom died we have to repay the costs; 2 or 3 expensive brain surgeries were performed on my mother at my sister request. This was not the way I would have taken care of my mom, who should have died in peace...not in pain and misery.

Settling estates especially if there are a number of assets can be complicated and I am certainly no expert. I know it can be done without an attorney even if there is a lot of assets since my great aunt did it for my other great aunt and great uncle. I do not know their exact net worth but I am guessing at least 1 million each. I also know she spent a lot of time dealing with both of them that she would not have spent if she hired a lawyer but it saved her a lot of money doing it on her own. If there are no assets then the creditors are pretty much out of luck but you need to file the proper paperwork with the death certificate.
