My husband he received a letter from a collection agency (Unifund in Cincinnati) about a Citibank South Dakota account. My husband never had a Citibank card. He did have a Providian account that was charged off, but it no longer appears on his credit report (it's been over 8 years since the charge off). We want to deal with this immediately. Please advise as to what kind of letter I should send. Thank you!

You should send a DV (debt validation). It forces them to prove that you owe the debt, and since they can't prove it since it isn't yours, they will have to stop collections against you. If they are like a lot of other CA's, they will likely violate your rights several times, in which case you can take them to court and force them to pay -you-.
