Collection agency licensing

I was curious about licensing mentioned by some of the more experienced users in this forum so I decided to contact my state tax department in regards to that. I found out that it is a business license that is required (at least in my state) now it would make sense that for a business to conduct commerce in a state they would have to pay for a state business license. Are there any states out there that do not require a business license for them to perform their services in?

When you saw "licensing" mentioned...was it collections or business? not all states require a collections license but I dont know of any state that you can operate in without a business license...in at least 1 state.
