The fair credit reporting act goes by date of first major delinquency so if your first delinquent activity was 4/2001 then it is going to be sol for removal in April 2008.
2nd question on this one.
If the 1st major delinqunecy is 2000 and a charge off was paid in full in 2002. ( no other paids in the interim) then should the item be pulled off the report if the since 2000 was the initial delinquency?

A charged off account is a closed account and paying it does not change it to a current account so it should fall off 7 years from date of charge off.

I don't know if this advice helps, but, I hope it does. On a credit report, ..if you look directly to the right or bottom, of the deliquent account, it should tell you what your 'drop-off' date is.....which means it is the date that the account should come off your credit report.
