DMP - CCCS Need Advise

I have been with Consumer credit counseling Service since February of this year. I owe less than $10K, but I don't make much money, so it is a lot for me.
I did some stuid stuf with payday loans. They are now all paid off - not paying any interest,etc. However, my credit card debts are not going down very fast. In fact, I just today discovered that one of them is still charging 23% interest rate.
I thought the DM company could negotiate a lower rate and they did get 3 of them down to 15%. But, I will be paying on this forever.
Also, 2 of the companies have turned my account over to collection companies anyway, and I am getting very annoying calls several times a day, mostly BCR.
I am ready to drop out of this program.
The cell phone company wants to settle my debt for about $150 less than what I owe. My counselor says this would be a bad thing to do. Why? Can someone enlighten me? My credit is in the toilet anyway.
I feel very stuck. Any suggestions or advise?
I appreciate this site very much, and lurk around reading all the time, but I don't post very often.


Although i'm no expert on this subject could it be that maybe they paid off ur smaller bills first and saving the larger ones for last?? Now that u've got most of ur pdl's paid for they can take that money and put towards the cc's?? Just a suggestion on the way i see it.... How long are u in the program for? 3 years? That's the norm.
But i would call them and tell them u are getting phone calls from CA's and they need to stop these for u!!!
