I just got a letter in the mail saying I owe $400 to Paragon Way from and AT&T from 2002. I have no idea what this charge is for, and when I called Paragon, they didn't even have the right SSN on file! Don't worry I didn't give it to them... Anyway, I want to send a validation letter, but first I am trying to figure out if they have violated the law by reporting this debt to the credit bureaus. I have never received a letter before, but how can I be sure they never sent one? The letter they just sent says I have 30 days to dispute, so it sounds to me like this is the first one... If so, what do I do about it already being on my credit report?

If they have the wrong SSN, they may have the wrong person. Send the debt validation letter USPS, certified mail, return receipt requested. If they know they have the wrong person and they filed with a consumer credit reporting agency then they have violated the FCRA (Fair Credit Reporting Act) as it is unlawful for them to knowingly file false information.

I keep getting calls with thin for a old at&t bill and i have no idea what it is for. I would like to send a debt verification letter and make them prove they have not violated any SOL. However, I don't have an address for them.

SOL is the amount of thime they legally can sue you but it is not something they "violate". Expiration of SOL does not extinguish the underlying obligation unless you reside in a state that also has a Statute of Repose (MS & WI). Have they sent you anything in writing yet? Next time they call, answer, verify you're the consumer they are seeking, verify your address and inform them they now have 5 days to send you a dunning letter. End the call. DV w/in 30 days of recieving their dunning letter.
