Which ones are legal and where can you find a list

You would visit your state's attorney general site or what ever passes for the department of financial institutions for your state. They have a scetion for licensed lenders and you can look at the list to see if a pdl is listed as licensed. In some states (like PA) They only have to be licensed "somewhere" not neccessarily the state you are in.
