In and estate is the funeral bill a class one debt?

I am handling an estate and would like to know what classifies as a class one debt vs. a class two debt? More directly how does the funeral bill get paid if there are no assests to sell? The only money due to come in is a car insurance payout, can this bill be paid over credit cards and IRS debt?
Funeral bills
the only debts which supercede the funeral bill are tax obligation. The funeral bill is the first debt to be paid from the estate after taxes; credit card debt would be satisfied out of the remainder of the estate.
