It appears to be a collection agency from what I could find on the site. I have not been able to locate any contact info on them. Where did this come to your attention?

I just went through three days of phone calls trying to find out who "CER STS REC" is, and I finally found them through a roundabout means of backtracking through old medical statements. Since this is the thread that kept popping up whenever I made Google searches, I'll post the answer here in the hopes that it will be useful to others:
