Can I send this if no payments have been made???

I have sent this letter to PayDay Loan-Yes several times, with no response. I get a phone call this morning threatening to go to my payroll officer with this information, I have been trying to contact these people for months and have proof that they have received my letters. They are refusing to give me a physical address so that payments can be made, therefore I wish to file a formal complaint against this company. I do recognize this as a debt and want to pay them there funds back in a timely manner.

More facts will yield better results and give the officials more to work with.
