I do not know PA laws, but I would assume that a lien can definitely be against the home because the person who owes the credit card debt also has their name on the house, meaning they have an interest in the house as far as equity, selling it, etc.
I do not have any info on Triumph Financial. If you haven't already, check them out on the Better Business Bureaus' website. If you are planning on using a debt settlement company, bear in mind that it doesn't stop you from being sued. This happened to me and others on here.

If you fail to pay the debt you owe the credit card company, it can sue you for the amount that is due. If the company obtains a judgment against you, it can place a lien on interest in your home.
