I would attempt to contact these agencies ASAP to work something out, they key to actions headed to litigation is communicating with the other party. If you do not communicate, you're more likely to end up worse off.

The SOL for Oregon is 6 years across the board. Hokeyman is very right, but also look up your state law regarding this.

Should I ask these agencies to Validate (DO I HAVE TIME) or should I just try to settle?

IIRC, you have 30 days to ask for validation. I believe that's from the date they first contact you. Regardless, I can't feature a certified/RR letter not being in their hands before 12/20.
