Question about debt?

I have a company, calling me about a debt that I won an arbitration award on in 2004. I thought this was over but I received a call in 2007 about this particular debt. I sent them a copy of the award and they won't acknowledge it. They proceeded to call me about it and eventually sold it off to another company. (Capital Management Services). I know the original creditor has written the debt off so I guess my question is does the current owner have the right to sue even though they aren't the orig. creditor? Also how can a cc company charge off a debt and then try to have someone else collect on it? Doesn't that seem unlawful? thank you.


i received an arbitration award in my favor, however, I never turned it into a judgement and I don't think that I can do that anymore. I guess I thought that the original creditor was the only one who could initiate a lawsuit. This is like the 4th or 5th collection agency that bought this debt. This debt is from 2004.
