As far as PA law goes internet based companies can lend to PA consumers as long as they are licensed in another state. They would need to follow the laws of the state they are licensed in. Cash In Minutes would have to be licensed somewhere for them to be able to legally lend to you in PA. We need to find out if they are licensed. What is the name of the company that is threatening you? Are they a collection agency working for the pdl?

I don't believe CashInMinutes is going to be licensed/legal. Like roxy stated, we need to know who is calling you? Is it CashInMinutes or is it another company (collection agency)? You said they are based out of Texas. Who? The guys calling you with illegal threats? Could you please post the information regarding who called you. If you have the name or the telephone number or something, we can find out more for you. However, do not worry that anyone is going "come and get you".
