I noticed on my Credit Report that one of my delinquent accounts has been charged off; however PORTFOLIO RECOVERY purchased this account. Even though I haven't made a payment since 10/2006, my Credit Report shows a payment of $300.00 was made in 12/2007, which is the same time that PORTFOLIO RECOVERY purchased my account. Is this the amount they paid for my account? If not why did they make a payment? Is this legal?

Yeah, sounds like reaging, though I don't know why they would do that this early in the game since it looks like that account won't fall off the report until 2013. Hmm you know, they could be doing that to try and set you up, saying that it is obviously your account since you made a payment to them on it. I would send a DV letter and demand to see proof of this so called payment, along with all the other DV requirements...looks like they are trying to pull a fast one.

This is in my opinion a violation of the Fair Credit Reporting Act. I would get the advice of an attorney from the NACA. You have a possible lawsuit here.
