my debt has not reached the collector for 3 years...

but it has reached my credit score.
I had to leave the country in a hurry 3 years ago, I canceled all my accounts, all my services, paid them all, but I forgot one... the last gas bill.
I recently returned to the U.S. and happened to check my credit report, and I saw a stain on it for $19 that I have not paid to the gas company for 3 years.
It's not a big amount but it is really hurting my credit score and I totally wish to pay it. I called the gas company and they told me that I had to pay my debt to the collector agency. They give me this number 18007721413, so I called and they told me that they haven't received report of my debt yet, that I should wait 30 days.
That of course makes no sense since I have this going on for years, I tried to argue but the lady there would not listen.
So what should I do?

If it is on your credit report I would dispute it. That doesn't
If it is on your credit report I would dispute it. That doesn't make any sense if it's been 3 years why wouldn't they have a copy of that debt?
