I'm guessing they bought the account from from the previous collector who did not try very hard to collect.
Would it be worth the effort to offer them 50% as SIF? Should I hold my ground and try to get a lower payoff? Yes I owe the amount they are asking for BUT I'm guessing they paid much less then I owe on it.
I have not paid this bill out of anger. It is for a blood test that cost $67. at one hospital and close to $600. at the hospital that turned me over to collection. Burns me up that they can charge these outrageous fees!

FIRST THING IS GET AN ADDRESS, THEN SEND A VALIDATION LETTER. ALSO A CEASE AND DESIST LETTER.
THIS WILL STOP THE CALLS HOPEFULLY.THEN WITH THE VALIDATION REQUEST THEY MUST PRESENT HOW THEY CAME UP WITH THERE AMOUNT. GO TO THE DO IT YOURSELF FOR EXAMPLES OF BOTH C&D AND DV LETTERS.

I know that I did owe the hospital around $600. for the blood test. I was so p'd off that they charged me 10 times the amount that another hospital charged that I have not yet paid it. I figured I would let it go to collection and that way the hospital would only get a fraction of their money - crooks!
So my question is did NCB buy this account from the previous collector? If so, did I'm guessing they paid even less.
I've not had to deal with collectors for many years so this is new for me.
Checked my credit last night and this is the only thing listed. All three reports were just under to just over 700 even with this collection showing up. I would like to get it even higher but darn I'm having a hard convincing myself to pay this inflated hospital bill.
FICO's suggestion to increase my credit score was to use credit cards! Which I have not used in ten years or longer.
