Making ALL payday loans illegal

If I wanted to petition to my government to make payday lending completely illegal in my state, to whom would I need to speak? I live in KY, so internet payday lending is already illegal--but I think states should take it a step further.

I'm going to do it. Yesterday, I was picking up a pizza, and there was a line of about 7 people in the pdl place next door. All I could think was, "Do these people know what they're getting into? Are they getting new loans or have they already dropped hundreds or thousands of dollars into an old loan?"
Would it really be so bad for people not to have the opportunity to screw up their life with these things?
