Well first--you're right about the police report. You'll have to go to your local police station to file the report saying you don't know who's items those are. Explain that they are not yours. You can keep your sisters name out of it if you wish. Depending on their investigation, they may not even find out it's her doing this.
Second, dispute all the negative items on your credit report through the credit reporting agencies. They'll launch their own investigation and notify all the creditos.
You may also want to contact each of the creditors yourself---explain this is not you, and that you have filed a police report for fraud.
And lastly---make sure this is what you want to do. Since you mentioned it was family...it could be tough for you. This may land her in jail.

Immediately contact any of the credit bureaus and place an extended fraud alert. An extended fraud alert stays in your report for 7 years. Once you place the alert, you're entitled to receive free copy of your report. Check your report frequently to confirm if any new fraudulent entry is there.
As Mike has suggested, report your complaint with local police. It will help you to deal with credit bureau.

Being a family member is certainly no excuse to butcher a relative's credit or financial stability. Although it may be tough emotionally to prosecute blood, it should be done. Crime is crime, no matter who does it.

Linda I eent through something similar years ago with a family member but, desided not to prosicute. After you file your police report have them give you a copy. Take it down to the social security department and see if they can change your social security number. When I had the issue in N.Y. in 1998 they toild me I had to press charges then they'd change my socil. Since your in anopther stae I don't know how it works there but, since you stated you are willing to press chareges you might as well go all the way and make sure she can't use your soucial again. Wow that is a story,huh...your twin sister? I don't know if I could turn in my sister. If she is aware that she is wrecking your credit then you have to teach her a lesson. I mean not just for you...but for her sake. She can't go through life thinking she can take the easy road while you're paying for her gas. Wow i just made that metaphor up right now...I'm on a role. Now that you live in a new state that is good the distance between you. I would call close these accounts tell the credit card companies these are not yours, then call your sister tell her if she doesnt pay off these accounts a police report will be filed.
Then write a letter to all credit bureaus that the following accounts do not belong to you please delete.
Be persistant.
Have a fraud alert put on your credit file.
Stay away from that sister.
