the problem is that those programs mutate - the minute you block one means of entry for them into the site, they mutate and find another way in by slightly changing their username or tweaking their own program to manipulate a weakness they find in a website, allowing them to enter once again.

The simplest, easiest, and [probably] most effective way to block the Clara-bot would be to implement RECAPTCHA for guest posting. Maybe for account registration, too. It's free, it's secure, it supports a good cause, and it's pretty much plug-and-play for admin. And it wouldn't block humans posting as guests, just bots.
An IP block would do it,too, at least for a while. There's ways around such a block, but there's countermeasures, too. It's more hassle to do it that way.[/url]
